Tim O'Neal '97
Tim O’Neal is the Global Director for Operations Excellence & Leveraged Services (EHS&S) for Dow, Inc. He holds a bachelor’s degree in chemical engineering from West Virginia University Institute of Technology (1997) and a master’s degree in business administration from Marshall University (2004).
O’Neal is responsible for leading leveraged operations, services and operational excellence systems including analytical and environmental operations, learning & talent development, continuous improvement and operating discipline expertise, external manufacturing, corporate capital management, and strategic initiatives for the Operations function including operations digital strategy.
O’Neal joined Dow in 1997 as an environmental protection engineer in Seadrift, Texas. He has held multiple manufacturing leadership roles in Texas Operations and West Virginia Operations supporting multiple businesses, technologies, and functions. In 2018, he accepted the role of West Virginia Operations Senior Site Director. In 2021, he became the EHS&S Technology Director leading the team that delivers the framework for achieving corporate EHS&S targets, sustainability goals, and regulatory compliance. He joined the Digital Operations team as the Global Director in 2022 prior to assuming his current role.
O’Neal serves and has held leadership positions on several civic and community boards. Currently, he serves on the Governance Board for the Manufacturing Leadership Council, the digital transformation division of the National Association of Manufacturers. He is an active board member for the West Virginia Regional Technology Park and the Clay Center for the Arts and Sciences. He volunteers for his daughter’s band and show choir, STEM activities, and United Way. He supports the philanthropic efforts of St. Jude Children’s Research Hospital and the Girl Scouts of the USA. He is an advocate for anti-discrimination legislation and an active participant and sponsor in Dow Employee Resource Groups.

Tim values traveling and spending time with his family. He is married to Heather and has a teenage daughter Maddie.
